The Town of Windsor invites community members to participate in the General Plan Update process through community workshops, community events, and study sessions with the Planning Commission and Town Council. Input from community participants will be used by Town staff and decision-makers to refine Windsor’s vision and update the goals, policies, and implementation programs in the General Plan. Your input is needed to make sure the General Plan reflects the expectations of residents for Windsor’s future!

Joint Study Session

On October 13, 2016, at 5:30 p.m. the Town Council and Planning Commission met to discuss the Preliminary Draft Environmental Resources and Public Health and Safety Elements of the General Plan Update. The Environmental Resources Element addresses the Town’s policies for providing preservation of agricultural and open space lands, preservation of cultural resources, promote energy efficiency and awareness of greenhouse emissions, and adequate water quality. The Public Health and Safety Element addresses the Town’s policies regarding disaster preparedness, mitigation, and action following an emergency event  that is either natural or man made, even those generated by climate change.

Town Council/Planning Commission Joint Study Session

On July 12, 2016, the Town Council and Planning Commission reviewed the Draft General Plan Introduction Chapter and its organization. Town Staff and the General Plan Consultants also provided an overview of Mixed Use within Windsor with the aid of Jim Heid from the Urban Land Institute. The purpose of this was to educate the Council, Commission, and community members on the current standing of mixed use and its applicability in Windsor. The discussion focused on existing general plan standards and zoning regulations pertaining to the three types of mixed use in town, and input on what the vision should be for area which are predominantly mixed use in town.

Town Council/Planning Commission Joint Study Session

On May 25, 2016, the Town Council and Planning Commission reviewed major policy options and a proposed outline for the General Plan Policy Document at their next Joint Study Session. Following up on the selection of the preferred land use alternative in April, the Council and Commission reviewed options for how the General Plan will address future growth rates, priority development areas, changes to the Urban Growth Boundary, agricultural buffers, implementation tools (traditional zoning codes, form based codes and specific plans), the potential location of future schools, and land use designations. The Council and Commission also reviewed how the updated General Plan could be structured and organized, including how the Plan will address climate change and resiliency and health and well-being.

Town Council Meeting

On April 20, 2016, the Town Council held a meeting to select preferred land use alternatives for 10 focus areas throughout Windsor. At the meeting, Town staff and the General Plan Update Consultants provided an overview of each Focus Area Alternative and all public input gathered at the three Open House Workshops, the Online Townhall Forum, and submitted through alternatives worksheets. The Town Council meeting provided an open dialogue for the public to submit additional comments regarding the alternatives. The Town Council ultimately selected preferred land use alternatives for the 10 focus areas, including direction for minor modifications within some of the focus areas.

Community Workshop: Alternatives for Future Growth and Development

On March 1, 5, and 6, 2016, the Town hosted three community workshops to gather input from residents about how Windsor should grow and change over the next 25 years. Each workshop was an open-house style event and covered the same topics. The workshops presented potential options for Windsor’s future and gather feedback from residents on their preferences for future growth and development. Residents who were unable to attend a workshop were provided with additional opportunities to provide input through April 4, 2016, including: through the Online Townhall Forum or by submitting an alternatives input worksheet to the Town.

On November 18, 2015, as part of a regularly scheduled meeting, the Town Council continued their discussion from Joint Study Session #7 about the land use concepts and proposed evaluation criteria. At the meeting the Council reviewed the evaluation criteria and a set of refined land use concepts. The Council did not select a plan for future development; rather, they confirmed the range of potential land use alternatives that the community will consider as it plans its future. Direction from the Council will be used to prepare the General Plan Update Alternatives Report.

On November 2, 2015, the Town Council and Planning Commission held a joint study session to review and discuss the General Plan Update land use concepts and proposed alternatives evaluation criteria. The Council and Commission was asked to refine and confirm the land use concepts for further evaluation. The Council and Commission did not select a plan for future development at that meeting; rather, they confirmed the range of potential land use alternatives that the community should consider as it plans its future. Direction from the Council and Commission was used to prepare the General Plan Update Alternatives Report.

The important part of the Update set the stage for a series of community workshops in February 2016 on the land use alternatives and, ultimately, for selecting a preferred growth and development pattern to guide Windsor’s future. Residents and stakeholders were encouraged to attend the meeting, participate in the discussion, and provide feedback to the Council and Commission on the ways you thought the Town should consider growing and changing in the future. On September 17, 2015, the Town Council and Planning Commission held a joint study session to review and discuss the General Plan Update Development Options Report and the General Plan Update Market Analysis. This meeting kicked-off the Alternatives Phase of the General Plan Update. In addition to presentations on past growth trends in Windsor; future population, housing, and employment projections; and market demand for new development, this meeting also presented key considerations for how the town can use its growth and land use policies to shape its future.

Tomorrow’s Leaders Today Workshop

P1010298On March 9, 2015, the Town of Windsor hosted a Tomorrow’s Leaders Today (TLT) workshop that focused on the planning and development process and the role of citizen participation. TLT is a 9-month program for high school juniors in Sonoma County that gives students an inside look at Sonoma County and its issues through hands-on learning, critical thinking, and communication. The theme for March was Planning and Development. As part of the workshop, Town staff and the General Plan Update Consultants presented an overview of the General Plan Update and then facilitated an exercise with the students to plan future growth in and around Windsor.  Approximately 20 high school juniors participated in the workshop.

Planning Commission Meeting

On February 10, 2015, the Planning Commission held a public hearing for the Windsor General Plan Update to introduce the project to the new Commissioners. At the hearing, Town staff and the General Plan Update consultant provided an overview of the General Plan process and provided an update on its progress and upcoming milestones.

Town staff and the General Plan Update consultant summarized input received at the results of the Stakeholder Interviews and Focus Group Meetings, as well as initial findings from efforts to gather and summarize existing conditions. They also reviewed the existing Vision statement and the community surveys that were used to develop the vision. Council members prioritized the key issues and opportunities the Update should focus on and provide direction on a new community survey to refine Windsor’s vision for the next 25 years.

Focus Group Meetings

On August 7 and 8, 2014 and October 1, 2014, the Town of Windsor General Plan Update consultants conducted four focus group meetings with community members to gather feedback on key topics that would be addressed during the General Plan Update process. At the focus group meetings, participants discussed issues, assets, and opportunities related to: 1) Transportation, Circulation, and Mobility; 2) Growth Control, Special Planning Areas, and Annexation; 3) Parks and Recreation, Public Safety, Health, and Quality of Life; 4) Economic Development, Tourism, Town Green, and Community Image; and 5) Youth, Education, and the Library.  Residents and stakeholders attended the focus group meeting to offer input and ideas on these topics.

Town Council Study Session: Public Review Draft Housing Element

On September 17, 2014, the Town Council held a study session to review the public review draft Housing Element. At the study session, Town staff and the Housing Element Update consultant presented an overview of the draft Housing Element.  The Council directed staff to submit the document to the State Department of Housing and Community Development (HCD) for the State-mandated 60-day review for compliance with State law.

Town staff and Town Council members hosted the booth at Summer Nights on the Green and got some great ideas for Windsor’s future!

Parks and Recreation Master Plan Update Joint Workshop

On July 15, 2014, Town staff and the General Plan Update consultant presented an overview of the General Plan Update at a Joint Workshop among the Parks and Recreation Commission, Senior Citizens Advisory Commission and the People4Parks Foundation Board. The purpose of the meeting was to describe how the General Plan Update and the Town’s Parks and Recreation Master Plan Update would be coordinated. Following the presentation, the Town’s Parks and Recreation Master Plan Update consultant (Gates+Associates) facilitated a discussion with attendees to gather initial input on Windsor’s parks and recreation issues, opportunities, and assets.

Housing Element Update Community Workshop

On July 8, 2014, the Town of Windsor held a Housing Element Update Community Workshop from 6:00pm to 8:00pm. At the workshop participants learned about the Housing Element and then engaged in a conversation about the town’s existing and future housing needs and provided input on major housing issues in Windsor, barriers to affordable housing in Windsor, and what be done to address these issues and barriers.
